A PHP4-billion waste-to-energy (WTE) facility planned for New Clark City in Tarlac gained support following a stakeholder consultation, the Bases Conversion and Development Authority (BCDA) said on Monday.

The project, to be led by the Indian firm Uttamenergy Limited, was among the deals secured during President Ferdinand R. Marcos Jr.’s Aug. 4-8, 2025 state visit to India.

In a news release, BCDA President and CEO Joshua Bingcang said the project supports the administration’s priority agenda “by strengthening environmental protection, supporting energy security, and introducing modern waste management systems.”

“It demonstrates how infrastructure development can deliver long-term environmental and economic value for the country,” he said.

The BCDA said Environment Secretary Raphael Lotilla has expressed support for the facility, which adopts technologies used in Japan, Sweden, Germany, China and Singapore.

BCDA, the Department of Environment and Natural Resources, the project consortium, and academe representatives recently met to discuss the facility, which is expected to generate 12 megawatts of power by processing up to 600 metric tons of municipal solid waste daily.

The agency said the project aims to “significantly reduce landfill dependence by cutting waste volume by up to 80–90 percent through controlled thermal treatment.”

“This approach addresses long-term landfill scarcity while providing a structured and environmentally managed disposal system for local government units,” it said.

“By utilizing proven waste-to-energy technology with over 70 years of global operational track record, the facility will generate multiple recoverable outputs, including clean electricity for the Luzon grid,” it added. (Joann Villanueva/PNA)
