PT PLN (Persero), Indonesia’s state-owned electricity utility, said it will bundle hydropower procurement projects totaling 7,046 megawatts to accelerate implementation of the country’s 2025-2034 Electricity Supply Business Plan, known as the RUPTL. PLN Director of Project Management and New and Renewable Energy Suroso Isnandar disclosed the plan on August 5 at the Indonesia Hydropower Summit 2026 in Jakarta.

“The larger the scale, the more competitive the outcome will be,” Suroso said, explaining the rationale behind the bundled procurement approach.

Under the 2025-2034 RUPTL, Indonesia plans to develop 11,689.99 megawatts of hydropower and mini-hydropower capacity through 315 separate projects. PLN said the bundled procurement scheme is intended to address bottlenecks that have historically slowed hydropower development in the country, including delays across feasibility studies, licensing, procurement, power purchase agreement negotiations, financing, and construction.

Suroso said accelerating hydropower development nationally will require adequate grid readiness, regulatory certainty, stable contractual arrangements, and fair risk-sharing between PLN and project developers.
