The connection supports the mill’s capacity expansion across its industrial brown and industrial white paper product lines and is expected to generate up to 2,500 direct and indirect employment opportunities.
Dedicated Transmission Infrastructure
To support the connection, PLN’s Central Java Main Construction Unit previously commissioned the Saluran Udara Tegangan Tinggi 150 kV Telukjambe–IKK transmission line, an 8.481 circuit-kilometer high-voltage overhead line linking the Telukjambe substation to the IKPP Karawang facility. PLN’s West Java Distribution Unit General Manager Sugeng Widodo confirmed that the broader West Java grid system had been planned and reinforced to reliably serve large-demand industrial customers at this scale.
PLN Director of Retail and Commerce Adi Priyanto described the connection as evidence of the utility’s readiness to serve industrial clients operating at national strategic scale, framing reliable supply as a condition of industrial competitiveness. PLN Commissioner Jisman P. Hutajulu, speaking at the inauguration, said growing industrial electricity demand represented both an opportunity and a responsibility for the utility to continue strengthening its infrastructure and service capabilities.
Customer Context
PT Indah Kiat Pulp and Paper is a subsidiary of Sinarmas Group and one of Indonesia’s largest integrated pulp and paper producers. The Karawang Mill serves both domestic and export markets. Mill Head Hendri Gunawan described the energization as a strategic milestone for collaboration between PLN and IKPP, extending beyond a routine operational ceremony to a long-term alignment of industrial and energy development priorities.
Grid Load Signals
The connection is the largest in PLN UID Jawa Barat’s service area and adds a substantial concentrated load to the West Java distribution grid. PLN has not publicly disclosed the incremental system load impact, though UID Jawa Barat stated that comprehensive system planning and reinforcement preceded the connection. The Java-Bali grid, which encompasses West Java, is currently characterized by overcapacity in baseload coal generation under existing take-or-pay power purchase agreements, but industrial demand additions at this scale contribute to grid utilization and may reduce the idle capacity burden on PLN’s fixed-cost PPA portfolio.
