President Prabowo Subianto launched Indonesia’s 100 gigawatt-peak (GWp) solar power program on Tuesday, August 25, at a ceremony in Gilimanuk, Bali. Energy and Mineral Resources Minister Bahlil Lahadalia said the total investment potential for the program is approximately Rp1,140 trillion, or roughly $62 billion. The launch was held simultaneously online with three other locations: the Gajah Mungkur Floating Solar Power Plant in Wonogiri, Central Java; the Sembur Village Solar Power Plant in Batam, Riau Islands; and the Rengit Island Solar Power Plant in Bangka Belitung.

The Bali facility itself has a generating capacity of 198 MWp and is paired with a 666 MWh battery energy storage system, spanning approximately 211 hectares. Lahadalia said the plant is specifically designed to help eliminate the use of diesel-fired power generation (BBM) on the island through an integrated solar-and-storage scheme. The Ministry’s Director General of Renewable Energy and Energy Conservation, Eniya Listiani Dewi, said a broader 1 GWp solar buildout for Bali, divided into five clusters, is expected to eliminate all remaining diesel generators on the island if fully implemented.

National Rollout And Fuel Substitution Goals

Lahadalia said the 100 GWp program is expected to generate Rp73.9 trillion in annual fuel subsidy savings by reducing the need for diesel-fired generation, and could cut greenhouse gas emissions by an estimated 140.16 million tons of CO2. Separately, Lahadalia described the program as requiring roughly $73 billion in investment and projected it would create approximately 5.52 million jobs. According to Ministry of ESDM data, the initial launch phase covers projects totaling about 5.2 GWp, with some already under construction, including a 46 MWp plant in Tembesi reported at 65% completion and a 92 MWp plant in Saguling at 44% completion.

Off-Grid Village Electrification

Beyond utility-scale generation, Lahadalia said the program is also intended to extend electricity access to villages that currently lack power, in line with a presidential directive to provide at least 1 megawatt of electricity per village. He cited an earlier case in which state oil company Pertamina supported electrification of a village in Sumatra, enabling local fisheries to build cold storage facilities.
