A children’s book authored by Vice President Sara Duterte has ignited a heated debate in the Senate during a recent budget hearing. The book, titled Isang Kaibigan (A Friend), has become the center of controversy following a tense exchange between Duterte and Senator Risa Hontiveros.

Isang Kaibigan is a children’s book written by Duterte that focuses on the theme of friendship. According to a copy of the book, the story revolves around an owl whose home is damaged by a storm. In his time of distress, a parrot comes to the owl’s aid, providing temporary shelter. The book features a total of 16 pages, with eight pages dedicated to the narrative. It concludes with a portrait of Vice President Duterte and the caption: “Siya ay isang tunay na kaibigan” (she is a true friend).

The Office of the Vice President is requesting P10 million in its 2025 budget proposal to fund the publication and distribution of this book, particularly in remote areas. During the budget hearing, Senator Hontiveros questioned the allocation of funds for the book, prompting a response from Duterte.

Duterte accused Hontiveros of politicizing the budget discussions, which led to a sharp rebuttal from Hontiveros. She maintained that her questions were pertinent to the budget and not intended to be political.

The debate over the book highlights ongoing tensions within the Senate and raises questions about the intersection of personal projects and public funding.
